World Smile Day was created by Harvey Ball, a commercial artist who in 1963 created the bright yellow smiley face. Later in his life, Ball feared the original meaning for his design had gotten lost as it became commercialized. In 1999, the day was launched to promote good will and good cheer. 

As this short video explains, Ball only made $45 for his design. He never copyrighted it. An entrepreneur named Bernard Spain made a slight tweak to the smiley face, added the words “have a happy day,” and copyrighted it five years later.
